Though while you are fixing this, might aswell make this percentage based instead, so you would be able to get items that are up to 15-20% above your level.
It's meant to be YOUR_LEVEL + 10 >= ITEM_MIN_LEVEL at the moment. It was showing the limit properly, but the check at the point that you tried to collect the item was only doing YOUR_LEVEL >= ITEM_MIN_LEVEL. This should be fixed now.
Let me know if it's still a problem. Making it a percentage might be a better idea though.
